Yes. While no single law is titled “Racking Act,” inspections are mandatory under the Provision and Use of Work Equipment Regulations (PUWER) 1998 and the Health and Safety at Work Act 1974. These regulations require all work equipment, including racking and shelving systems, to be maintained in a safe condition and inspected at regular intervals by a competent person.
According to HSE guidance (HSG76), inspections should follow a three-tier approach:
- Immediate: Reporting of damage by staff as it occurs.
- Weekly: Visual checks by a trained ‘Person Responsible for Racking Safety’ (PRRS).
- Annual: A comprehensive “Expert” inspection by a SEMA Approved Rack Inspector (SARI) at least every 12 months.
- NOTE: A Rack Safety Awareness course provides relevant training to understand
and apply the above three tier approach including:
1. Training for internal warehouse personnel to complete the internal inspections
2. Understanding the role of the PRRS and who should take on this role.
3. How to liaise with a SEMA Approved Racking Inspector (SARI) and what to expect
from the “Expert” Inspection that they complete.
A SARI is a SEMA Approved Rack Inspector. They have undergone rigorous testing by SEMA (Storage Equipment Manufacturers’ Association) to ensure technical competence. Using a SARI ensures your inspection is 100% independent, unbiased, and compliant with the highest industry safety standards.
Inspectors use a three-color system to categorize damage:
- Red Risk: Severe damage; unload the rack immediately and isolate it from use.
- Amber Risk: Serious damage requiring repair within 4 weeks. If not repaired, it becomes Red Risk.
- Green Risk: Minor damage within SEMA limits; monitor at the next inspection.
No. Inspections are typically carried out while the racking is loaded and the warehouse is operational. This allows the inspector to check for overloading and beam deflection under actual working conditions. We aim for zero disruption to your daily operations.
